One of the most useful lessons I have learned through my instructional design coursework is that evaluation should begin when a learning solution is defined, not after it ends. An engaging experience can still miss its intended performance goal, and a positive satisfaction survey cannot show by itself whether learners gained, transferred, or sustained a skill. Evaluation is an evidence-based practice that supports decisions throughout the instructional design process (Bagdy and Stefaniak, 2025).
For designers, this means establishing alignment among the learning objective, evaluation question, evidence source, and decision that the evidence will inform. Formative evaluation can uncover unclear directions or weak practice before full implementation. Summative evaluation can examine whether learners met the intended outcomes. Confirmative evaluation can determine whether learning transferred and remained useful over time. Combining quantitative evidence, such as pre- and post-assessment scores, with qualitative evidence, such as learner explanations or interviews, creates a fuller view of effectiveness.
A practical example is a professional learning workshop on teaching claim-evidence-reasoning. A reaction survey may reveal whether teachers found the workshop relevant, but performance samples scored with a consistent rubric provide stronger evidence of learning. Follow-up feedback and classroom artifacts can then show how educators applied the strategy in practice. Planning these measures early also helps designers collect only purposeful data and protect participants’ privacy.
Treating evaluation as part of design turns evidence into action. It helps instructional designers revise with intention, communicate value to stakeholders, and improve future learning experiences without relying on assumptions.
